Even though no new CSP plants were completed in the U. S. last year, new technology developments, demonstration plants and commercialised storage technologies in 2008 paved the way for CSP development to break out over the next few years. Companies with experience in this field believe that the current CSP technology has a much longer life than perhaps was understood. As lenders come to realise this, they may be willing to offer longer term financing which will decrease the annual carrying cost of the equipment and/or reward it for its residual value. Still, it is vital for the industry to understand that there are significant hurdles to be overcome in virtually all aspects of developing and financing the construction of a CSP project. Land acquisition, permitting, electrical transmission, power sales negotiation, engineering and construction contracting, technology procurement, performance risk, availability and cost of debt and tax equity - each of these components present challenges that a project developer must solve before a CSP plant can be built. "Developing a large power project is a two-year endeavour, and in the end all the pieces need to line up so that construction financing can flow. If the rules keep shifting over that two-year period, the chances of being able to pull it all together get lower," said Glen Davis, CEO, Agile Energy LLC. Davis is scheduled to speak about attracting investment, defining the scale and scope of the business, addressing the major risks and possible exit strategies at the conference. "The industry is at a critical stage. Even though there are several challenges from regulatory, project finance and investment, and even technology perspective, the industry is making a steady progress.
